San Francisco leaders approve mayor's emergency plan to combat crime, drugs in Tenderloin area

San Francisco leaders on Friday approved an emergency plan to combat drug use in the city's much-troubled Tenderloin neighborhood after Mayor London Breed made the proposal earlier this month, which has worried some that addicts and the homeless will be criminalized.
