Ryan: Obamacare repeal is back on track

House Speaker Paul Ryan tells reporters a new amendment to the American Health Care Act by moderate Republican Tom MacArthur allowing states to opt in or out of certain Obamacare mandates is breathing new life into the push to repeal and replace the law. But a vote will wait.
